Since 9/11, America remains dangerously unprepared to prevent and respond to a catastrophic attack on U.S. soil. The critical need to redress America’s glaring vulnerabilities is made even more urgent by the prospect that the United States is preparing to go to war with Iraq and that Saddam Hussein might threaten the use of weapons of mass destruction in America. This sobering conclusion was recently reached by a blue ribbon task force co-chaired by former Senators Gary Hart and Warren Rudman and directed by Stephen Flynn. Flynn, who served as primary author of a report, will discuss its findings as well as the challenges that confront the newly created Department of Homeland Security.
